Bereits 1937 sagte der Science-Fiction-Autor H.G. Wells die Schaffung eines "Weltgehirns" voraus, das alles Wissen der Welt enthalten und jedem Menschen zugänglich sein sollte. Er prophezeite aber auch, dass diese Organisation jedes menschliche Wesen auf dem Planeten überwachen könnte.
